If this is true, then retail investors cannot buy XRP. Then only the big financial institutions can buy XRP. This is what they wanted to happen a long time ago. They don’t want us small fishes to make all the money. They wanted to chase us out of XRP. Because when they push the price of XRP up to $100 dollars or more, they want to make all the money and not give anything to us.
