v2 as a thief in the night = without warning, stealthily, quietly v3 they = Israel

v3 peace and safety = It is false peace and safety. For without warning, the peace treaty will be nullified and void. Then sudden destruction shall come upon the nation of Israel.

v3 they shall not escape = Israel has no escape route. Israel is trapped into believing this fake peace.
